Proceedings of General Body Meeting held on 04 Oct 2020

A General Body Meeting was called by Shri Kalsi, President JARWA (Regd. 2020) on 04 Oct 2020 (Sun) at 1100hrs at the Community Hall of the Jamuna Apartments, Kharar. The salient points of the proceedings are given as follows:-
1. Madam
Neeru Seth welcomed all the residents. She requested all the residents to
remain united as ‘Unity is strength’.
2. Mr.
Boparai pointed out that the JARWA committee had not come prepared and they
seemed to be not properly organized. They had not circulated any agenda to the
residents. It seems that the JARWA committee lacked experience and hence must
consult seniors/elders. Let them not become egoistic.
3. Mr.
Kalsi told that 60 chairs had been donated for usage in the Community Hall.
4. Mr.
Kalsi told that the following charges had been fixed for the various functions
in the community hall:-

Rs 2100/- for the birthday party
·
Rs 11000/- for the marriage function
·
Zero for function in respect of the
demise of someone
5. Mr.
Kalsi presented the budget and accepted the fact that Punjab Govt. has ordered
him and the JARWA (Regd 2020) not to enhance the maintenance charges. Still he
tried to justify that charges must be increased. Mr. Kalsi clearly wanted to
disobey the law of the land and bulldoze his agenda somehow.
6. Advocate
Mrs Kaur/Singh mentioned that she had filed objection with the SDM office
Kharar against the illegal and unauthorized enhancement of maintenance charges
by the New JARWA. She said that other residents should have also filed the objections.
7. Mr.
Kalsi told that every year he was going to enhance the maintenance charges due
to inflation. This was opposed by the angry residents.
8. Mr.
Jassi asked Mr. Kalsi about the various procedures like calling of quotations
etc. being followed by the JARWA Committee.
9. Mr. Kumar mentioned that water bill used to be
charged in 2010 separately at rate of Rs 250/- per month. He said that water
bill should be based on actual water consumption.
10. Mr.
Kalsi said that they were supposed to pay heavy water bill. Residents
questioned him why he was not charging water bill to the builder for the usage
of water during the construction of the various towers. 10000 litre tank was
being used by the contractor. Residents demanded that water bill be charged to
the builder/contractor.
11. Mr.
P K Shrivastava, JARWA (2020) Committee Executive informed all the residents
that water was being given free in Jamuna Apartments. Then how could water be
charged to the builder?
12. Mr.
Kumar said that if water was free, then how could JARWA Committee (Interim) ever think of
cutting off the water supply to the residents!
13. Mr.
Kalsi told that earlier they were paying nearly Rs 2 lakhs per month to the
Security Agency. Now they are paying only Rs 72000/ p.m. approximately. This being a good step which was appreciated by the residents.
14. Mr.
Lovleen Taluja questioned JARWA and asked what about the funds of the previous
last 10 years? How can JARWA start with zero-zero balance? The surplus funds
should have been transferred to the new JARWA committee.
15. Mr.
Tarun Varshney demanded that maintenance charges for the showrooms and the
school needed to be levied at the commercial rates and not the domestic rates. Why special treatment/concession for them!
16. Mr.
Rana Gen Secy JARWA (2015) clearly brought out that Mr. Kalsi or any JARWA
member had no authority to enhance the maintenance charges as this was clearly
illegal and against the orders of Punjab Govt. However Mr. Kalsi appeared
adamant and refused to accept the roll back of enhanced charges.
17. Mrs
Tiwana requested JARWA to clearly inform who all residents were paying the
old charges and names of those paying the illegally enhanced charges. Simply saying that
65 % people were paying illegally enhanced charges had no meaning and that lowered the credibility of the JARWA committee.
18. Mr.
Sumeet Bahal supported the enhancement of the maintenance charges. This was
opposed strongly by the residents.
19. Mrs
Indu Puri suggested that JARWA meeting should be held every month. However Mr.
Kalsi did not agree.
20. Mr.
Rana requested the new JARWA team to be honest and transparent in its dealings,
matters of income and expenditure and also the proposed byelaws. There are
apprehensions that byelaws have many clauses which are detrimental to the
interest of the residents.
21. The meeting ended without serving any really useful
purpose due to the following reasons:-
· The only agenda of the JARWA seemed to
justify the illegal enhancement of the maintenance charges that too against the
Punjab Govt. orders.
·
Team JARWA never asked about the
problems being faced by the residents.
·
Team JARWA did not prepare itself
properly to conduct the meeting.
·
Agenda was not made and not circulated
amongst the residents.
·
No suggestions were invited from the
residents.
·
Team JARWA lacks experience.
22. However Team JARWA made a beginning. They had
the courage to organize the meeting and face the wrath of the angry residents.
They do deserve Congratulations somewhat. It is not easy to face the angry
public. President Balpreet Singh Kalsi is a courageous and energetic man. But he must obey the orders of the Punjab Govt. and not trouble the residents of the Jamuna Apartments.
Meeting should be done every month if we pay every month
